EU Third Directive: Changes to Motorcycle Licencing

Yes its that Damned European Parliaments Brussels Law Makers screwing it all up again... not to worry though!

The following information is quite complex so please take the time to read it. If you need any assistance please feel free to call us on 08453 900 125 and we will be pleased to clarify it for you. In any event, we can provide you with all the guidance, training and support you need to get your bike licence but get it done this year to avoid the changes.

If you are 21 years old or become 21 before January 19th 2013, DO NOT put off taking your Direct Access course. A new age restriction of 24 comes into force on the above date and you WILL NOT be able to get an unrestricted licence without taking the "Progressive Access" route or waiting till you become 24,

If you are below the age of 21 years old before January 19th 2013, or you are any age and just wish to take the 125 A2 test DO NOT put it off. Passing the test before this date will mean that you will retain your right to a 2 year 33.3 bhp restriction and your entitlement to ride any size bike after this period will be maintained.

 

The main changes will be:

Licence Category and moped or motorcycle type to be used on test

What is required to train and test for Category
Category AM - Two-wheel machine with:
• cubic capacity of 50cc or less
• maximum design speed not exceeding 45km/h (28mph)

CBT, Theory and Practical Tests

Category A1 - Motorcycle without sidecar with:
• cubic capacity of at least 120cc and no more than 125cc
• power output not exceeding 11kW (14.6 bhp)
• capable of a speed of at least 90km/h (56 mph)

CBT, Theory and Practical Tests

Category A2 - Motorcycle without sidecar with:
• cubic capacity of at least 395cc
• engine power of at least 25kW (33.3 bhp) not exceeding 35kW (46.6 bhp)
• power to weight ratio not exceeding 0.2kW/kg not derived from a vehicle more than double its power

(Progressive Access) must have held an A1 licence for a minimum of two years: take either a practical test or *training option (please see footnotes) or must hold a valid CBT and theory test certificate and take the practical tests

Category A - Motorcycle without a sidecar with:
• cubic capacity of at least 595cc
• engine power of at least 40kW (53.6bhp)

Hold a valid CBT and theory test certificate

Motorcycle candidates must always have a valid theory test certificate before taking their first practical motorcycle test. Unless they take the progressive access route, they must have a valid theory test certificate before taking any further practical motorcycle tests.


A three-wheeled moped or motorcycle is only suitable for test if the distance measured between the centre of the area of contact with the road surface of the two wheels is less than 460mm (46cm). It’s likely that these vehicles won’t be suitable for test from 19 January 2013.


*The feasibility of a training option for upgrading licences through Progressive Access is currently being evaluated by the Driving Standards Agency and is the training industries most popular option. A final decision on a Training or Testing route is yet to be made.
